O'Toole is the only player to win a league best-and-fairest in each of the three football leagues that comprise the Geelong area.
His past achievements include the Geelong Football League's Mathieson Medal and the Geelong and District League's Whitley Medal.
O'Toole, 29, gathered 23 votes this year to finish seven points clear of last year's winner James Dalton (Ocean Grove)
With the Ash Medal now in his possession, O'Toole will shift his focus to winning this year's grand final on September 8.
Newcomb will play the winner of today's preliminary final between Drysdale Hawks and Ocean Grove.

Caledonians remember
ARARAT: The now-defunct Caledonian Football Club will hold a reunion on AFL Grand Final day at the Commercial Hotel in Ararat.
Caledonian formed in 1928 as the St Andrews Football Club in the Ararat and District Football Association.
The club won 10 premierships between 1928 and 1996, when it folded.
The Ararat and District League disbanded in 1999.
This year's reunion will celebrate 20 year since the club's last premiership in 1987.
