The St Kilda champion, who had trained once with Sorrento, cited increasing work commitments for his decision to remain retired.
It will disappoint many peninsula football fans who were looking forward to seeing the great man in action on local football grounds.
"Unfortunately that's the way it goes,'' Sorrento coach Troy Schwarze, who took the call from Hayes, said.
"It would have been nice to play with him, but we're not going to get him.
"To be honest, he's that good a player that he should be entitled to finish at the AFL. A lot of players don't get that chance; he gets to call his own retirement.''
Hayes is working with the AFL and Schwarze said he felt he wouldn't have time to play.
